Work on "In-depth Survey"! A team from Human Resources Bureau of Bao'an District investigated foreigners' employment in Nanning, Guangxi and Chengdu, Sichuan.

In July 13-17, 2020,  a team led by Lin Li, Deputy Director of the Human Resources Bureau of Bao'an District, took the lead to investigate foreigners' employment in Nanjing, Guangxi and Chengdu, Sichuan, in order to seek for good solutions for improving international talent service level of Bao'an District and for new ideas and ways for promoting the construction of  International Talent Sub-district in Bao'an District and International Talent Port in Guangdong-Hong Kong-Macao Greater Bay Area. 

On July 13, the team first visited the Department of Science and Technology (Administration of Foreign Experts Affairs) of Guangxi Zhuang Autonomous Region, carefully listened to the introduction of foreign expert talent services in Guangxi, discussed and exchanged with Wang Liang, Head of Foreign Expert Service and Talent Introduction Division, Li Jun, Deputy Director of Guangxi Center for International Exchange of Personnel, etc. about relevant matters, forming a deep understanding of special foreign expert services, such as "Guangxi Welcomes All Talents" special talent introduction platform, the "One Card Pass" service for foreign high-end talents, Guangxi "Golden Embroidery Ball Friendship Award", and the "Reassurance Plan for Foreigners Working in Guangxi".

Then, the team members "seeking for answers to questions" successively visited pilot units such as Nanning Administrative Examination and Approval Bureau, the Library for Foreigners Working in Guangxi, the Friendship Hospital for Foreigners Working in Guangxi, and exchanged with persons in charge of relevant units. Wang Liang introduced that the Administration of Foreign Experts Affairs of Nanning together with Nanning Administrative Examination and Approval Bureau and Nanning Public Security Bureau would integrate window service and redevelop business processes, and issue work-type residence permits to foreigners through one window, to largely reduce the examination and approval duration for foreigners' application for such permits and provide more convenient services for foreigners making innovations and starting businesses in Nanning. The Library for Foreigners Working in Guangxi and the Friendship Hospital for Foreigners Working in Guangxi play an important role in implementing the "Reassurance Plan for Foreigners Working in Guangxi", and based on the model of "cooperation between government and social players", may practically promote various services for foreigners working in Guangxi and help them to know Guangxi's talent policies and environment, "enter, reside and develop well" in Guangxi, and actively contribute to the construction of Guangxi.

On July 15, the team arrived in Chengdu. Accompanied by Li Jiang, a member of Party Organization of and Deputy Director of Human Resources and Social Security Bureau of Qingyang District, Chengdu, the team successively visited functional zones such as Industry Carrier Zone, Human Resource Industrial Service Sharing Center, Public Service Lobby, Intelligent Recruitment Hall and Intelligent Meeting Center within the Industry Park of Human Resource Service of Chengdu, China (in Qingyang District and Chengdu Hi-Tech Industrial Development Zone) and mainly knew their functions and layout. Then, both sides deeply discussed the industry park policies, industry park operating model, HR services during the epidemic, HR training and accreditation criteria, etc. Lin Li said that both sides should have more exchanges and interactions, learn the advanced experience from each other, and make joint contribution to regional HR service industry development and talent service.

In addition, the team visited Chengdu Zhuge International Talent Club, Tongzilin International Community Neighborhood Center of Wuhou District, and Chengdu Talent Service Center, learned their respective planning layout, exhibition, service function and other aspects on the site, and deeply discussed with their personnel about topics such as the optimization of talent development ecosystem, the organization of international professional talent service team, and the development of innovative "government affairs + business startup + life" integrated international talent service chain, setting a good example for improving international talent services and promoting foreigners' deep integration into local community.

As this survey ended, the foreigner employment and service investigation project of Bao'an District will enter into the symposium, telephone interview, questionnaire survey, and summary phases. As the execution unit in the project team, Shenzhen Center for International Exchange of Personnel will carefully summarize key information obtained from preliminary survey, symposium, interview and questionnaire links and prepare a high-quality investigation report as a reference for international talent introduction and service in Bao'an District and the construction of International Talent Port in Guangdong-Hong Kong-Macao Greater Bay Area.
